The Best City Builder Games That Are Impossible to Put Down

City builders have been part of my gaming life for as long as I can remember. My dad introduced me to the genre with the 90s era Age of Empires games when I was a kid. I admit I did not appreciate it much at the time: the excitement of bigger, action-heavy titles like The Witcher or the many entries in the Assassin's Creed franchise far outweighed the patience required for these games, many of which did not even have a victory condition, but in my household you had to try everything regardless.

As I got older, though, the appeal of the genre started grow on me. The satisfaction of watching a tiny settlement grow into a functioning city through careful planning and management turned out to be surprisingly addictive, and now much of my free time goes into finishing the penultimate Caesar 3 campaign. That being said, over the years, I have played everything from the Sid Meier's Civilisation games to the many Anno entries that have been out till now. Each offers a different spin on building and governing a society. Out of them, the following are the games I have enjoyed the most and spent the most time returning to.

Anno 1800

This industrial-era management game starts has been a longtime standard for city-builders. There's lots to tinker with, graphics are great, and the DLC adds massive layers of complexity and new regions. Winning conditions include economic dominance or completing scenario goals.

Banished

A minimalist but brutally demanding settlement builder where exiles try to survive in the wilderness through food shortages, disease, and harsh winters that punish careless planning. There is no formal victory screen: just keep your settlement alive and expanding across generations.

Frostpunk

11 bit studios

If you have seen those pesky ads for snowy city builders arranged around a giant heating tower, they are likely borrowing from this survival classic by 11 bit studios. You govern the last city on Earth during a global freeze, making moral and logistical decisions to keep citizens alive. Scenarios end when survival goals are met or society collapses.

Cities: Skylines

Often viewed as the modern successor to classic urban simulators, this game focuses on designing and managing a thriving metropolis. The sandbox format has no strict win condition, as long as you city doesn't collapse, that is.

Caesar III

This classic from Impressions Games remains a benchmark for the genre. Players construct provinces for the Roman Empire, balancing housing, trade, religion, and military defence. Victory conditions exist, but you can ignore them and play on regardless.

Surviving Mars

This game tasks players with establishing a self-sustaining human settlement on Mars. Balancing oxygen, power, food, and colonist morale creating a thriving colony and completing research milestones. Despite the relaxed pace and soothing visuals, the systems can become brutally difficult.

Crusader Kings III

A hybrid of grand strategy and role-playing from Paradox Interactive, this game puts you in control of a medieval ruler and their dynasty. Warfare matters, yet personal relationships, intrigue, and character events shape the story just as much. There is no final victory condition; gameplay continues across generations as your heirs inherit power and problems.

Age of Empires III Definitive Edition

A real-time strategy classic where players build settlements, gather resources, and raise armies to defeat opponents. The Campaign storyline about the fictional Black family and their generations-spanning hunt for the Fountain of Youth is pretty solid, in my opinion. Territorial domination is usually the winning condition, but you can change that if you want to.

The Sims 4

While it leans more toward life simulation than strict city building, this hugely popular sandbox from EA lets players design homes, neighbourhoods, and entire communities while guiding the lives of individual characters. There is no fixed win condition; players simply shape their Sims’ lives however they want.
